Children's Trust
The Rochdale Borough Children’s Trust is a statutory partnership
responsible for improving the
lives of our children and young people. It has five main objectives
and these are:
- Being healthy
- Staying safe
- Enjoying and achieving
- Making a positive contribution
- Achieving economic wellbeing
The Children's Trust is a multi-agency strategic group
responsible for driving forward the changes that will continue to
ensure that we really make a difference for children and young
people and their families – especially the most vulnerable who are
most at risk of poor outcomes. Unlike NHS Trusts,
Children’s Trusts are not legal entities – they are a partnership
arrangement with a common line of action rather than a legal
commitment.
The Children’s Trust, which has an independent chair, is
responsible for setting the policy framework for the Children and
Young People’s Plan (CYPP). An Executive Board (the CSF Joint
Strategic Commissioning Group) has delegated powers in respect of
implementation of the CYPP. The Children's Trust has a
scrutiny function and holds the Executive to account with
non-executive members identifying areas of the Children and Young
People’s Plan on which they would like to receive reports.
Six Lead Groups report to the Children’s Trust: one for each of
the five national outcomes and one for the Change for Children
processes. These groups are really important as they oversee
improvement on activity towards the key priorities outlined in the
Children and Young People’s Plan. Each Lead Group is chaired by a
senior officer who sits on the CSF Joint Strategic
Commissioning Group and the core membership is made up of
Trust members. Additional officers or representatives are
co-opted as appropriate. A range of multi-agency operational
groups that lead on particular performance indicators report to a
specific Lead Group.
